 RuthlessActionMafiaRomance

He is the city’s savior. She is its sharpest blade. But in a game of predator and prey, the most dangerous place to hide is in his arms. To the public, Carl Campbell is a "seraph"—a compassionate billionaire and a beacon of hope. But Carl hides a primal ferocity that no law can contain. Behind the polished veneer of his ethical empire lies a ruthless boss and a mafia don who commands the underworld with terrifying efficiency. He doesn't just lead an empire; he owns the city, and his patience for evil is wearing thin.

Claire Knight is the NIA’s rising star, a relentless tracker who has survived eleven of the country's toughest postings. Her new mission is her most dangerous yet: move to New York, infiltrate Campbell’s inner circle, and dismantle his criminal throne. She is honesty personified, a hunter sworn to the light, and she’s determined to prove that no man—no matter how revered—is above the law. As Claire closes in, the lines between duty and desire begin to blur. Carl isn't just a target; he is a force of nature. His scent—wild, rich, and intoxicating—awakens a dormant, lupine hunger within her that defies logic. In a world where the hunter is being hunted, Claire must decide: will she bring the Great mob boss to justice, or will she succumb to the soul-deep claim of the Mogul?

Chapter 1

James, why did you stop the car?" Carl looked through the time on his Rolex in a little irritation.

"I am sorry sir, the car broke down, I will take care of this issue." James answered, looking at his boss through the rear view mirror and walking out of the driver's seat, opened the car's bonnet to look into the problem.

Carl attended some of the urgent mails on his laptop and opened the door to take a walk. The fresh breeze of the cool atmosphere passing from the trees relaxed his tensed nerves.

He lit a cigarette and strolled ahead with one of his hands tucked in his pants pockets when he heard a shrill cry of a girl from a nearby place.

Carl darted through the dark street reaching the owner of the voice. A drunken man was trying to reach the collar of a girl's shirt. His colleagues were close behind.

Carl held the arm of the rogue and bent it to his back forcibly before ordering Claire. "Walk fifteen steps ahead, you will find a bottle green Range Rover getting repaired by a driver in white uniform. Go and sit inside it."

Claire frantically raced to the said direction. Carl pummeled his fist into the scoundrel's belly. The man coughed holding his stomach when one of his friends came forward and raised his arm to counter Carl.

But he stopped it mid way, held the right leg and left arm of the rascal and threw him like a gunny bag to the ground. The man dashed to the platform beside the road and was crying in pain.

He held the hairs of the other two and hit their faces simultaneously to the trunk of the tree. "How dare you touch the girl? Don't you have females in your families? Remember, your mother is also a woman. Will you agree if someone tries to molest her?"

When all the men were paralyzed, fallen to the ground and bleeding with pain, he took out his phone from his pant pockets.
"This is Carl Campbell, sending you the location of the place I am in. Here are four idiots who tried to exploit a girl. Reach within ten minutes to take custody of the men. The girl will come tomorrow to the police station and file the complaint."

"Yes sir, sure sir…always sir." The cop answered in reverence and politeness unsullied.

Carl walked to his car. By that time James had already finished working on the vehicle, and was waiting for him.

Claire was sitting in the back seat and shivering with cold while in soft sobs.

Carl quietly sat on the seat beside her, removed his coat and extended it to her which she gratefully accepted. "What is your name?"

"I am Claire, Claire Knight." She trembled in her speech, pulling the coat closer.

"What are you doing alone in the streets till this late in the night? Don't you know it is unsafe? And you don't even have a sweater to protect yourself from the cold." His deep, commanding voice sent shrills down her spine.

Claire wiped her tears. "I work in the nearby small restaurant called The Ramones. My friend was on leave so I had to take both the shifts for today. In a hurry to reach work, I forgot my jacket at home."

Carl nodded in understanding and told the driver to drop Claire in her house.

Flashback…

The fan of the helicopter slowed down and it gradually landed in a midst of green pastures occupied in ten acres of land.

Security men in black suits and shades along with high profile dignitaries were waiting for the luminary to step out.

Perfectly polished black shoes kissed the green pastures and out from the helicopter stepped an Apollo. He was an extremely handsome man in shades, tall and thin with virile and striking looks like a walking model ready to hit the front cover of a business magazine.

The sterling gray suit he wore went unparalleled  on his athletic body. Those arms covered in the coat sleeves with bulging muscles gave a fine idea of the spiffing exercise of a thorough bodybuilder.

All the renowned business delegates assembled at the enormous estate greeted him and gave him a warm welcome. The security who walked alongside saluted him as he stepped into the sleek black Porsche.

Carl Campbell, twenty nine years old, the CEO and managing director of Johnson group of Industries is the richest billionaire in the United States with a turnover of more than 500 billions in a year.

Very recently he took a state award to have increased the national income by 50% and per capita income by 20%. 66% of the American population earn their livelihood working in his industries at various positions.

The Johnson's initially started their business from a cotton textile firm but under the leadership of Mr Carl Campbell the first son of Graham Campbell an able and humane personality, their business expanded ten fold. And now the Johnsons are the owners of more than 70% of the United States market.

Their field ranges from practically anything to everything, starting from a pin to giant machinery, from cosmetics to electronics.

"Mr Grover, I have studied the plan and the site. My men collected a significant amount of information." Carl said as soon as he was seated with the group of men in a round table conference.

"If I am not wrong there is a small village with around 5000 people as residents very near to the fertilizer factory you are aiming to construct. The smoke emitted by the factory will be harmful for the residents and you say you will dump the waste from the firm into the river which is situated close by." Carl leaned back on his high class executive chair and looked at Mr Grover challengingly.

"The river is the source of drinking water for the local residents. The cattle graze at the green fields, forests and drink the water from the river. The villagers sell the animal products as their source of livelihood. Your factory would pollute the atmosphere, kill the trees in the forest and deprive the people of their income source." Carl gazed at Mr Grover gravely knotting the fingers of his hands.

Rage was clearly evident in the features of Mr Grover, the managing director of Silicon Mills. "Who cares if you give us the permission to build a factory or not. We can always ask for funds from the other investors."

Carl gave out a sly grin. "Try me."

Two hours later, Silicon Mills received a notice from the Ministry of Environment, Forest and Climate Change (MoEFCC) that the permission to construct the fertilizer factory near the village has been denied on the grounds of damage and destruction of nature's resources.
